William Patrick Pate



The Manassas City Manager is appointed by the mayor and City Council to be the chief administrative officer of the city. The city manager carries out the policy directives of the City Council and manages the daily operations of government.  The City Manager oversees the preparation of the annual operating and capital budgets and other reports as may be required for submission to the City Council.

Deputy City Manager
Bryan Foster



The Deputy City Manager provides leadership and management to the City’s operating departments including the Manassas Regional Airport, Public Works, Utilities, Electric, Water, Sewer, Stormwater Management, Fleet Management, Street Maintenance, Building Maintenance, Customer Service, Engineering, Metering, Operations, and Buildings and Grounds Maintenance. The Deputy City Manager works with the City Manager to carry out policy directives of the City Council and will serve as Acting City Manager when the City Manager is away.

Andrea Madden



As Assistant to the City Manager, performs a variety of complex and diverse professional tasks, including administrative, analytical and technical support for the City Manager.  As City Clerk, directs, manages, supervises, and coordinates, the activities and operations of the City Clerk’s Office including preparing and recording the activities and decisions of the City Council and codification and maintenance of official City records.  Provides confidential and complex administrative support to the City Manager and City Council.

The Communications Manager for the City of Manassas is hired by the city manager to enhance the city’s communications goals by providing transparency, and accurate and timely information for City residents, providing accurate and timely information to the media and keeping City employees informed.

Human Resources Manager
Darla Hicks



The Human Resources Division is responsible for recruiting a qualified and diverse workforce, retaining the City workforce through a responsive, and interactive employee relations program and administering the City’s employee benefits program. The Risk Management Division also falls under the City of Manassas Human Resources Department.

The City Manager's Executive Assistant keeps his calendar, provides phone support, answers resident's concerns or forwards them to the correct department for review and action and handles multiple daily tasks in support of the City Manager's Office.
